Key Responsibilities:
-Oversight of a Class D wastewater treatment works that is regulated by a Montana Pollution Discharge Elimination System (MPDES) permit
-Perform routine sampling of environmental media as required for compliance and to monitor the integrity and proper operation of environmental systems
-Routinely review and fully comprehend current environmental permits and applicable federal and state regulations
-Evaluate compliance with Facility Title V air permit limitations daily using the Data Acquisition and Handling System (DAHS), process historian (dataPARC), and air monitoring records
-Coordinate with Environmental Director and site management to schedule and develop test protocols for required air emissions testing, performance evaluations, and cylinder gas audits (CGA's) per the site's Title V air permit and Site-Specific Monitoring Plan (SSMP)
-Monitor Facility energy use and assists in identifying opportunities for increased efficiencies and/or carbon-reduction/capture projects.
-Develop, routinely review, update, and execute Best Management Practices (BMP) and plans for Facility environmental programs, including but not limited to the site's Spill Prevention Control and Countermeasures (SPCC), Stormwater Pollution Prevention (SWPP), Fugitive Dust Control, and various sampling and analysis plans
-Conduct routine inspections in compliance with the Facility's BMPs and plans
-Routinely audit Facility environmental programs to identify gaps, and lead initiatives to improve areas of deficiency
-Provide permitting guidance to Facility Management for the construction of capital investments and expansion and/or modification of operations
-Facilitate new hire and ongoing training for Facility employees in accordance with internal best practices and permit requirements
-Ensure all compliance deadlines and necessary corrective action are met in a timely manner
-Identify when prompt notifications to Regulatory Agencies are necessary, and prepare and submit notifications in a timely manner, with oversight from the Environmental Director
-Prepare or coordinate the submittal of all routine environmental reports including: Discharge Monitoring Reports (DMRs), EIA (energy reporting), Annual Stormwater Report, Annual Beneficial Use Report, Biennial Hazardous Waste Report (if necessary), Title V Semi-Annual Deviation Reports, Title V Compliance Certification, Annual MACT Subpart JJJJJJ Report, Greenhouse Gas Report, Emissions Inventory, Toxic Release Inventory (TRI) Report, SARA Title III (Tier 2) Report, and any other report required by environmental permit or regulation for both the Billings and Lovell facilities
-Engage employees in actively participating in Environmental improvement projects
-Prepare and manage annual budget for Facility's environmental related expenses
-Plan improvement activities and develop scope of work for capital projects
-Track relevant compliance tasks in Dakota management software program
-Participate as an auditor in company's environmental auditing program
-Maintain our environmental electronic form inventory, making regular updates to forms as needed
-Assist in the continued development of our cooperative-wide standard operating procedures (SOPs) and improvement of its Environmental Management System (EMS)
-Participate in continuing education and professional development training to stay current on required certifications and to strengthen knowledge related to managing compliance and furthering our sustainability agenda
-Routinely engage and collaborate (when appropriate) with internal and external stakeholders, including employees, Regulatory Agencies, public officials, neighbors, and local emergency planning committees, to uphold the company's reputation and standing in the community as a responsible and trustworthy employer
Qualifications:
-Bachelor's degree, with an emphasis in science or engineering
-Minimum of six (6) years of experience in environmental compliance management
-Wastewater experience required; a Class D wastewater operator certification a plus
-Safety leader with exemplary behaviors and leadership
-Knowledge and comprehension of both Federal and State Clean Air Act, Clean Water Act, and RCRA
-Proficient in critical thinking and multi-tasking high priority projects
-Excellent verbal, written, and presentation skills
-Computer competent (Excel, Word, PowerPoint, and other Office 365 applications)
-Detail oriented, and proficient in comprehending complex regulatory language
-Friendly, results oriented, and collaborative
